What Is the Census of Agriculture, Forestry, and Fisheries?

It is one of the most important national statistical surveys to determine the size, structure, distribution, and characteristics of the farm, forestry, and fishery households nationwide.

The Results of the Census of Agriculture, Forestry, and Fisheries

The results of the census provide the basic data needed to identify structural changes in rural areas and to establish and evaluate related policies, and are utilized for sampling frames and various types of sampling in the agriculture, forestry, and fisheries sectors.

    Used as basic data for regional development plans for rural areas

    The census helps determine the size, structure, distribution, and characteristics of farm, forestry, and fishery households and their members, and the results are used as basic data for the establishment of major national policies.

    Used as population data for various surveys

    The results of the Census of Agriculture, Forestry, and Fisheries, which examines the characteristics of farm, forestry, and fishery households nationwide, are used for sampling and sampling frames for surveys related to agriculture, forestry, and/or fisheries.

    Provides basic data for sub-regional policy development

    It produces statistics at the sub-regional (administrative unit “ri”) level, and the results are utilized as the basis for establishing sustainable rural development policies.

    Comparison of academic research data and data between countries in the agriculture, forestry and fisheries sector
    • The survey results are utilized as research materials by universities, research institutes, and companies.
    • The results are provided as data for the World Program for the Census of Agriculture (WCA), under the supervision of the United Nations Food and Agriculture Organization (UN FAO).

      The WCA is a global survey of the agricultural sector in which more than 120 countries participate at the recommendation of the UN FAO Participating countries select survey items in accordance with the WCA 2020 recommendations, allowing for cross-country comparisons of survey results.

Census Overview

Purpose

  • 01

    On-site application of improvements such as the electronic survey (CAPI, CASI) method, survey items, survey system, survey period, manpower mobilization, data input and management system operation, situation room, call center operation, etc.

  • 02

    Comprehensive final on-site inspection of the readiness such as workload, situation room, tablet PC handover/takeover, etc., and connection with the Population and Housing Census.

Survey Target

  • All farm, forestry, and fishery households in the pilot survey area as of Dec. 1, 2024 at 0:00
  • Target areas (15 areas in one si (city) and one gun (county)): Yesan County, Chungcheongnam-do Province (all 12 eup/myeon/dong) and Dangjin City (3 areas: Seokmun-myeon, Songsan-myeon, and Songak-eup)
Farm Household
  • A household that directly cultivates 1,000㎡ (10 a) or more of rice paddies or fields as of December 1, 2024
  • A household that sold at least KRW 1.2 million worth of agricultural and livestock products they themselves produced in the past year (Dec. 1, 2023 to Nov. 30, 2024)
  • A household whose livestock is appraised at a value of KRW 1.2 million or more as of Dec. 1, 2024
Forestry Household
  • A household that owns 30,000 ㎡ (3 ha) or more of forest land and has been engaged in forestry activities (tree planting, afforestation, thinning, logging, etc.) in the past 5 years (Dec. 1, 2019 to Nov. 30, 2024)
  • A household that has operated a logging business or nursery business (growing seedlings for afforestation) in the past year (Dec. 1, 2023 to Nov. 30, 2024)
  • A household that sold at least KRW 1.2 million worth of forest products they themselves produced or harvested in the past year (Dec. 1, 2023 to Nov. 30, 2024)
Fishery Household
  • A household that has engaged in fishing (fishing boat, diving without equipment, or use of other fishing methods) or aquaculture on the sea surface or inland waters for at least a month for the purpose of sale in the past year (Dec. 1, 2023 to Nov. 30, 2024)
  • A household that sold at least KRW 1.2 million worth of fishery products that they themselves have caught or farmed in the past year (Dec. 1, 2023 to Nov. 30, 2024)
  • A household whose aquatic products are an appraised at a value of KRW 1.2 million or more as of Dec. 1, 2024

Survey Method

  • Interviews conducted by surveyors visiting households in the survey area (computer-assisted personal interviewing, CAPI)
  • Respondents filling out the questionnaire in paper form on their own (surveyors distribute the questionnaire to respondents and then collect them afterwards)
  • Respondents filling out the questionnaire online (computer-assisted self-interviewing, CASI)

Protection of Respondent’s Secret Information Under the Statistics Act

Protection of Secret Information and Prohibition of Use Other Than for Statistical Purposes

Article 33 (Protection of Secrets)
  • 01

    Matters defined as secret information of individuals, corporations, organizations, etc. that have become known in the course of producing statistics shall be protected.

  • 02

    Data that are secret information of individuals, corporations, organizations, etc. that have been produced for the production of statistics shall not be used for any purpose other than that of producing statistics.

Prohibition of Leakage and Misuse of Personal Information

Article 34 (Duty of Statistics Staff)
  • 01

    A person who is or was a statistics staff member or who is or was engaged in business affairs for the production of statistics after being entrusted with all or part of such business affairs by a designated statistics service agency shall not use the matters that he or she has learned in the course of performing his or her duties for a purpose other than for conducting his or her business affairs, nor shall provide them to other persons.
